Senior Naval Officer informed Mr. Kung that if no pilots were forthcoming at a resonable rate by

23rd he would close the river on the 24th.

On 23rd Mr. Kung vigorously protested

against the letter of 22nd and Senior Naval

Officer replied xx that he had nothing to add,

and informed the Commissioner of Customs and

Standard Oil Company's representative of pro-

posed action.

On 23rd Senior Naval Officer was instructed

by Commodore to offer $50 per day and Pilots were

promised by noon the following day.

At noon 24th no pilots had arrived but the

Secretary of Seamen's Union came on board to make

a contract, and was very offensive. Nothing

happened up to late in the evening and Senior Naval Officer wrote to Mr. Kung and said he was closing port and would re-open on receipt of pilots

At 7.30 p.m. port was closed, at 11.00

p.m. the pilots came on board.

at Swatow. (c) August 25th, 1926, Armed pickets removed

from the hold of the s.s. "Yuet Wah" 72 cases of

cigarettes shipped to the British American Tobacco

Company, Swatow, for transport to Amoy, on permit issued by Customs.

Commissioner requested return of the 72

cases by noon on August 28th, in case of non- compliance he intended asking Inspector General

for permission to close port with the object
